sewer line inserance

forgive me if this has been discussed already at meetings but here is our question. Has anyone looked into why rental property owners cannot buy into the insurance program that the water company offers? We cannot purchase the insurance and I do not think it is fair. We have had two sewer lines blow and the cost is very high. I am thinking of going to a council meeting and asking.
